Yes! And no. Butterbeer at Universal's Wizarding World of Harry Potter is dairy free in its cold and frozen form; however, the foam that's served with it is not dairy free. Now, you can ask for it to be served without the foam, which hasn't been an option until recently.

The actual Butterbeer drink has always been dairy-free, but the foam topping was not. Universal began offering the drink without the topping last summer as a vegan version.

Now, as of March 2nd [sic] 2023, butterbeer is available as a fully vegan drink– foam and all! The certified vegan version of the creamy, frothy topping is crafted from plant-based ingredients, making the beloved beverage now accessible for those who choose to avoid animal-based ingredients like cow's milk.

Where to find it: In Diagon Alley, frozen Butterbeer is available at Leaky Cauldron, The Fountain of Fair Fortune and The Hopping Pot. In Hogsmeade, you can get it at Three Broomsticks, Hog's Head and the two Butterbeer street carts. Hot Butterbeer is the last of the drink options (and Leap's fave).

One thing I learned from this article is that Universal Orlando wanted the beverage to be free of dairy products, so more guests would be able to enjoy it, but sadly, when I contacted Universal, they said Butterbeer contains dairy. Chef Bob said it does not contain any of the other top 8 allergens though.
